text in PDF files for printing

I would like to create a business card design for myself (for printing).
I know that in order to do so, I'll need to either produce an EPS file or a PDF file. If I choose the PDF choice, my question is the following:
Is it better to have the text be part of the image (photoshop) or should I place the background image in the PDF and then use the PDF text options to insert the text?

    Thanks.

I believe a PDF files is always useful as you can make it downloadable and yet loook professional at the time that you can also print it as a business card, facsimile and so on, while the EPS files is mostly limited for printed copies.

    Thanks for the replies.
What I was actually asking was about the text. Should it be part of the image or should it be text fields within the PDF itself? It's easier to make the text be part of the image...
