The best CMS system for small websites...

If we speak about large websites with lot of funding we would have lot of options. But what is the cheapest, yet powerful and professional content management system for small websites.

Without a doubt it is Joomla. You have literally thousands of plugins to
choose from - to do whatever it is you may need.

I assume when you say small you mean like twenty or so pages ?

The abilities in descriptions are limited by you. You can have
limitless categories under the sections you create.

By "base" I am assuming that is a programming term, and
can not answer to that part. See : extensions.joomla.org
to look up what you want to do with Joomla. More than
    likely, you can do it.

Easiest is Wordpress and it comes with many free themes...

but if you plan on expanding in the future with new features then Wordpress is kind of limiting... so I would go with ModxCMS. I've tried them all and Modx is a fantastic CMS... just released version 1.0 and it's going to be taking off ... Ajax features, full control over page designs (no template restrictions), internal SEO built in....

Thanks a lot for your answer!
And more questions: Is Joomla friendly for SEO? I use cheap but not free CMS for this moment and I bought it before reading any information about SEO. As a result, I have a lot of difficalties with SEO for this moment because I did not analyse SEO options before buying the license.
I looked through the extensions.joomla.org category list. It is huge! Who can recommend extentions list for SEO friendly CMS building for Joomla ?

Joomla is great program with lots of plug ins and it is free but if time is money and SEO is a primary aim then it's not necessarily the best.
Use it if you need the features but not much text in your site but if it's only a small website (few features but lots of text) then you'd probably be better off with a faster and more optimized site builder.

You should use Wordpress, and then just think for the features you want in your site. After this, just find the plugins that will make those features possible :D.

Yes, I have a top spot among 14 million results with my Joomla site
    and one link.

Joomla has specific things you must learn to make it SEO friendly,
like changing the "htaccess.txt" to ".htaccess". There
are also SEO plugins that work well to form SEO friendly URLS.

Try out sh404sef for an SEO plugin for your Joomla site.

    Good luck !

Wordpress is ready to go out of the box. Short learning curve. Heavily supported. Unlimited amount of themes, customizations, plug ins, SEO friendly from installation, and you can find answers across many different forums, articles, and specialists websites.

Wordpress is the CMS of choice for more companies and individuals than any other.
I have nothing against Joomla, or Drupal, but they have a learning curve, and from what I hear are not the best for people who need to run their own website, but don't spend all day running their website....if that makes sense.

Let us know how you do...

Use Wordpress - it would be ridiculous to use any CMS for a tiny site.
