    What do you think is the best WEB 2.0 cms platform (open source of course)?
    by WEB 2.0 i mean that a user could get permission to submit his content

    modx looks promising, although a little Joomla-ish with the modules and things.

    I suppose Drupal has all the necessary features though it might be quite hard to get it work the way you want. But there are plenty of sites that successfully utilized Drupal for that way. You can check the Drupal showcase forum at drupal.org.
