    Hello,

    I am working on a project to create a site which reviews projects. The niche is very small, so I don't want to spend too much on it at the start. Can anyone recommend a CMS and theme?

    The site will be quite simple to begin with. I just need the following features:
    Users can upload images and write a description of the project
    Others can rate project and leave a comment

    The easiest way will be using WordPress as the CMS. WordPress can has many users and it also allow users to upload images. But you would need a plugin for the rating system. For a low budget option, you can try to get a wordpress theme and setup it yourself. Hope my reply helped you.
