    What about domain name scams. Say you have registered abc.com with registrar A. Registrar B contacts you and says your domain name is about to expire. Send 35.00 to be sure you don't loose it.

    Version two. You own abc.com. You are contacted saying you are about to loose abc.us. Send money immediately.

    Scam is very dangerous. So I have a question - why there is no internet policy which would be dealing with that kind of scam?

    Sure there is. Every country has some kind of department that takes care of that. The FBI, for example, has huge offices for this and are always hunting down illegal sites and scams.
