    By going into Dreamweaver and creating all the divs and tables in the right place and styling all the font nicely. And going into Photoshop and creating all the cool graphics...

    My suggestion is Joomla. Use the Alphacontent plugin to get the organized pages. Then use mgmedia2 to view the videos. mgmedia2 will even do lightbox popup videos (which are cool) Here is an example:
