Unwanted Strip slashes in HTML in Wordpress MU installation

For some reason, whenever I put links in my text widgets and save...it auto populates strip slashes around the quotes.
    So this:
    Turns into this:
    All by itself.

This just started happening today, and it is not happening on but one of my Wordpress MU sites.

I don't know why. I have backtracked any possible reasons, deactivated all plugins and it still persists.

Does anyone have any idea why this would be happening?
In 3 years of messing with Wordpress, I have never seen this before.

In Checking online, I see that they are called "Magic Quotes" but I have no clue why they started showing up all of a sudden.

    Any Clue? Anyone?

How do I make it stop, It's F'ing up my whole day.

    Yeah,sorry about that.
I never figured out what was causing it, but apparently my install wasn't 100% or was affected by something external.

I just reinstalled wp-includes and the problem went away.

That's one thing I noticed about working with WP MU, you can get what seems like a clean installation, and still be missing one file somewhere and it will function just fine...until you need that one thing and then all hell breaks loose.

Most of my problems with MU have been because my FTP dropped a file or 2 during the installation.
