    Hmmm.....

To be honest, you can take just about any CMS that has a plugin architecture and get that going.

I'm assuming you may be looking for free open source. I am also assuming you want the solution to be PHP/MYSQL based, as this is the most readily (and cheaply) available hosting. That said...

Without knowing your level of technical sophistication, I'd point you to WordPress as a first option. For a possible solution, you can take WordPress (MU or Classic, since both projects are reportedly merging) and add on the GD Star Rating (http://www.gdstarrating.com/) plugin for ratings. For the dictionary (which is also known as "glossary"), you may want to take a look at the IMM-Glossary plugin (http://www.internetmarketingmonitor.org/word-press-plugins/imm-glossary-wordpress-plugin) and see if that may be close to what you want. Of course, be prepared for customizations if you need them, but this should at least point you in the right direction.

WP overall has over 5,000 plugins currently (more than Joomla, even) and it's still growing. With WP classic and WP Multiuser merging, at this point you may be able to pick either platform and roll it, though many in the know have strongly suggested using classic WP to get your feet wet. :)

UPDATE: Here is the link to several potential dictionary/glossary WP plugins:
    http://wordpress.org/extend/plugins/search.php?q=glossary

    And this....

The user here actually has come up with something very close to what I think you're trying to accomplish.

    Hope this helps.

My background is primarily with Joomla, so here is my take on things given my experiences with this CMS.

The Joomla framework requires (at least IMHO) is technically sophisticated and, to get maximum usage, you should be technically savvy or at least fearless. The learning curve is a bit steeper than WordPress, but Joomla is admittedly powerful. In addition, and please someone correct me if I'm wrong, Joomla has the second largest repository of readily accessible extensions - WordPress has the largest.

You can try the Joomla Glossary Extension (http://extensions.joomla.org/extensions/directory-&-documentation/glossary-&-dictionary/143/details) and see if it suits your needs. Of course, you can look at the entire section of related extensions (http://extensions.joomla.org/extensions/directory-&-documentation/glossary-&-dictionary) but the one I listed appears closest to your needs.

Now, another possibility - you can use a directory extension (like Sobi2) and use it like glossary, as Sobi2 can be shaped into anything you want. To allow others to add additional definitions to a word (similar to urban dictionary), you can use a free comments plugin to allow others to add on. Or, you may simply like others to be able to make multiple separate entries. Sobi2 should be able to do that. It is a MONSTER extension, but due the amount of power that's to be expected.

Now, the rating portion of the solution may be tricky. You could use a "simple" article-rating plugin (where you simply rate the entry with no breakdown of what that rating consists of). The ONLY fully featured rating extension I know of for Joomla is JReviews. I would not recommend this because 1) it is at least partly encoded - which I never recommend and 2) it is VERY expensive, at over $100 per domain license and 3) I believe there are licensing issues because Joomla 1.5 is strict GPL (i think it's the v3 license) and therefore JReviews is technically incompatible with that license. This could be why JReviews is no longer listed in the Joomla Extension Directory (JED). Please someone chime in on this, as I'm just recalling what I read some time ago. Currently, I did not see ANY rating extensions in the JED that appear suitable for your needs.

Another issue is that a LOT of the open source extensions coded for Joomla 1.0 are now abandonware or otherwise are not going to be migrated over to the Joomla 1.5 platform. Several plugins I knew of before are now gone. :(

In fact, that entire drama with the licensing (on top of certain technical issues I have with Joomla 1.5) is why I am planning my Joomla exit strategy for any future sites I do.

WordPress on the other hand - so many extensions, so little drama. :)

Again, I'm working off the assumption that you want open source and need to be able to get up and going ASAP with minimal cost.
