    South Africa and Turkey are supported by Paypal so that is why they can open a Paypal account https://www.paypal.com/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside

    Those from Turkey cannot withdraw to a local account but can have the Paypal account and probably use that to pay others with it.

    Those from South Africa can use the account to send money only but not receive.

    paypal sucks, 'nouf said. they don't want to face legal matters in foreign land especially in 3rd world.

    As consumers, we should just ignore the existence of paypal. There are moneybookers, xoom, e-gold, webmoney, 2checkout, uniclear, cash-evolution, etc. Just pick one.
