as long as in CSS to Convert it it's easy, the best CMS is Wordpress , joomla bit hard.. you will get another Headache to make it Clear hehe im kidding, Anyway, Wordpress is Easy, you can check this tutorial :

You can check also : http://www.freethemes4all.com/wordpress-themes/ with some themes that you can use... and sure you can always check at other websites to look for a good theme.
