    Vbulletin all the way, people use it from all around the world and when you visit a site these days when its a forum you'll notice they are using vb, plus there are tons and tons of great mods and plugins for the script. It may cost a lot but its a great software after all.

    The most popular one is the VB platform for sure,as i understand it IPB does have its followers and is reliable but its in a much lower league to the VB one.
