Just use Print screen and paste it to MS Paint. Upload it to imageshack and get the thumbnail code.

of you Download the GIMP there's the ability to take a screenshot of just a window, and then you can save, modify or crop the image all you want and it's already in an image manipulation program.

If you're needing to thumbnail hundreds or thousands of websites, I would look into an ImageMagick script you could run (or put on a server and autp-run whanever you need them tp update)

Both the GIMP and ImageMagick are free and open-source, so they will cost you nothing.

    Download the GIMP at http://www.gimp.org

    That's a good idea, innovati.

There's also a nice piece of software for this, i believe it is called WebShot.
Or you could check out a site using Alexa.com, they have thumbnails of many websites, but it's only the front page, and not always updated.

If u use FireFox, install an addon named "FireShot"

Then open that site in FF, and use FireShot to take a full page screenshot.
Then, u can do resizing, cropping, etc in MS-Paint or Photoshop.
