I'll check with my grafic guy, I've seen him do similar. I might be able to set something up where he can walk you through it.

Awesome skills! Mostly everything is done with the Liquifying Tool.

here is some hint on how to do it

The guy mainly used Liquify, with Pinch being used a lot in order to narrow her down. He did a few Gaussian blurs in order to smooth out her cellulite-riddled skin. Clone stamp was used in order to help chop off a little extra skin and to smooth out the fold in her skin.

but i need detail step by step tutorial with that video, any one can make me one?

Explaining every step of that tutorial could take an absolute age. A brief explanation is explained above but much of this work is done by eye according to the image. That's what proper PS work is, judgements on what's required, where to change tones, how far an image can be pushed, when to adjust colour and emphasize and remove elements.
If you require a tutorial you'd have to have an appriecation of how PS works and what's possible with an image, in which direction to move it etc. If you're coming from a newbie position I'd suggest you learn how the tools work first.

The results are definitely good however I'd like to see the HiRes result as often this kind of treatment results in some very bad artifacts within the image although the tutor has taken a rather extreme example :)
