what CMS can I use?

I need to build a website that:

    - allows users to update the text.. after logging into a password protected area. So they can simply just post and edit content from the webpages

    - Create online surveys and polls

    - Add in images to a gallery

Or do I need to hire a PHP programmer to create this?

    Thanks!

There are a number of options you can use for this.

If you have a large number of users that will be modifiying texts, use the same program as wikipedia (http://wikimediafoundation.org)

If it's a small number of users that you know and can handle in an individual basis, use Joomla (joomla.com) and give them each editor rights.

I would like to design the layout.. and then find a 3rd party to integrate it into a CMS. Is this still possible?

For modification, it will only be one member..

For joomola, I can create polls, add in pages, content easily? Can this be coded like WP themes?

i suggest you the joomla but pls look

joomla has 5 level user management system . you must edit the user level to EDITOR .

joomla has poll property by the default . you can use it. it also has an extension category for the surveys.

joomla extension directory has a gallery component category but my suggest for the gallery component is ZOOM media gallery component.

    i think you must see http://extensions.joomla.org/ . ;)

shortly i suggest you JOOMLA. in fact i suggest joomla for everythink. imagine and do with joomla:)
