    now inform me what CMS should i use?
    any dedicated CMS for this? Paid /Open source..

    I know one very easy cms-Zimplit, its free, and have a online editor, users can use whatever html or css template they want. It´s SEO friendly and need no database. Read more or try demo at http://www.zimplit.org. Don´t know if it fit for you.

    I would suggest go with Drupal and use the different ratings and reviews modules that are available. It's all free and very powerful if you take the time to learn it.
