    Let me help you:
    you want a cheap and good solution?
    * get GIMP , the opensource graphical toolkit, very nice tool for free
    - you can do really a lot with this one

    want a bit more professional software, but still no too expensive ?
    * get corel photopaint
    - it's very simple to use and has a lot of effects to apply

    you want the best of the best, money is no matter?
    * get adobe photoshop CS3 or CS4
    - This is the best software for (2d) image manipulation. You wannt to blend in a car and make it look like reality, remove assholes from animals :) , or make your girlfriend look like a top model on covers? That's adobe photoshop

    Gimp is basically a low market free version of photoshop, has exactly the same features.

    GIMP is not the best but it is the best for its price which is free. IMHO Photoshop is the best if you can afford it. If not, try GIMP though the learning curve is steeper.....

    yes, GIMP can do that.

    Inkscape can also do that and is the closest app to adobe ilustrator, and it sometimes even better than illustrator for things.

    Um Splash Photoshop aint free.

    Anyway i would personally from experience over 6 years reccomends adobe products which in this case would most likely be Adobe Photoshop if you have the money. But as other suggested an alternative is Gimp which is free.

    Photoshop is quite expensive, but you could use the trial version which has nothing cut off.
    GIMP is pretty good, like others said. GIMP could do almost everything photoshop does, and it's free of charge.

    As your metter is price...so for such kind of work as almost every one recommending GIMP is best... but if you want to get real Quality work go for Adobe photoshop or Adobe Illustrator.... As in graphics wok the finer the work the more it worth... so now decision is yours....

    If you want Free then GIMP is pretty much the standard, apart from Paint.net
    Otherwise, Ulead PhotoImpact is quite good with features, templates & effects.
    Great for web graphics.
