    I don't think there's any threat.
    Best thing about the internet is that it's pretty much unmonitored (at least in Western countries). Nobody wants the internet to be filtered or taxed in any way. Without the people, there's no internet.

    at the moment internet 2 is an extremely high speed data network between universities and some government facilities i believe. only select places have access to "internet 2"

    you're thinking of web 2.0 which would be feeds, ajax, pingbacks, etc and all that crap.
