What is a good replacement for old listserv software?

We've been using a 1980s style listserv which now feels dated and awkward. We'd like to use software that sends emails to ~100 members, but that also allows members to view old emails online.

We don't send out newsletters, but we might want to allow online registration for the email list.

Rather than receive emails everytime someone replies, some of our members would rather visit the discussion online once in a while, much like a forum. It'd be great if we could organize the messages by topic and date.

We still want to be able to send emails for every message, if the member wants that. We'll also need to alert members (by email) to when a new discussion starts up.

(We could use Yahoo Groups, but some of the members don't trust Yahoo privacy policy.)

The software should have private areas so that members can discuss topics outside the public eye. It should also allow the admin to verify new registrations, ban or moderate users, etc.

What is this kind of software called? Do you have any recommendations?
