    If you want a CMS with a forum, then Drupal + the Advanced Forum module is very good.

    If you really just want a forum, then SMF or VBulleten..

    Lanius CMS has a built in forum. Sure, it may not be as good as Vbulletin. It is pretty good though,

    What's the anticipated volume of participants? Subjects? Traffic? That's going to influence what you'll want to aim for (room to grow, but without overkill).
