I agree with ARonald - I ave never used any free ones having Photoshop CS2 but 3 I can recommend to at least try are:

    1) GIMP
    2) Inkscape
    3) Paint.net

    Good luck :)

GIMP is your best free alternative because you can find a lot of free tutorials to learn how to use it.

it's important not to underestimate GIMP, as many many people do(including my self in my noobity times)
Very many people love GIMP and would never go back to photoshop. If you ask why.. consider this. Photoshop is a very professional application. And it's widely used. This makes photoshop clustered with features that many different professionals in many different specialties use. And while those features are a huge positive to them. It makes photoshop less appealing to many who only need those basic functions. which photoshop does well also.
Heres where gimp comes in. It doesn't have some of those incredibly sophisticated tools that PS does, and those who need those tools wouldnt use an open source program anyways. GIMP is used by those who like the light weight feel and unclustered interface of the open source package. who don't need extreme tools. And i'm afraid to say that most of us designers and webmasters fall under the latter =P

GIMP is simple, lovable, and very powerful. :)
jesus .. i gotta stop ranting it sounds like i work for GIMP or something heh ;)
