    I am from india, and it has 27 states. 15 states have high literacy rate and medium of professional education is english. And if you are counting of population on net, english is probably language of 99% surfers

    here in the Philippines, mostly its 70% of the people here can speak and understand english

    In Mauritius, english is our main language, I would say 80+% of the population can understand & speak english

    I wouldn't be so harsh on our country. 25% is a joke. 55% is more accurate.
