    Hey,

    I am planning on making a site where you can submit things like articles (not articles themselves) to a site where they have to be moderated first. They can of course be edited after it has been moderated. It must also keep a count of how many each person has submitted, and finally the links should be editable, i.e. on the free articles sites it says 'submit article' this must be editable.

    Any suggestions would be grateful.

    Yes, i suggest to go with Wordpress which is best and you will get so many pluging if you think offering few more service in future. Whereas in pligg you will have some limitations.
