    If this is an available theme, then you should find a link at the bottom .. and that's not the case , so I presume it's a custom one ..

    From my experience, phpbb3 is easily customizable (if it's prosilver based) so just pick a theme from http://www.phpbb3styles.net/ and customize it (I don't see anything special about that theme or something hard to do ..)

    Just pick a theme and begin customizing, we will help you in here ..

    If you are willing to pay, TemplateMonster has nice themes ..
