What to consider when buying a domain?

I need a self hosted domain or blog which has at least a page Rank of 1.. The age of the site is irrelevant.
What should I consider before buying this?
What should be a reasonable price for this?

Please somebody help.

You can try godaddy auctions. The domain should be relevant to your niche/industry. If you can find one with your targeted "main" keywords, that's even better.

NJK, it's important to find out the history of whatever domain you're looking to buy. Find out if the domain was blacklisted or involved in any blackhat SEO. You wdon't want to inherit a domain with a negative history. Also know that PR's are fluidic and the current PR you see in that green bar on your browser isn't the actual realtime rank Google has assigned to it. A domain with PR5 could currently be PR2 or a PR1 could actually be PR0. I think it's more inportant to find one with a clean history not a certain PR.

In general there will be some age even if it's a few weeks to few months old unless you register a totally new domain yourself. But the price for a very young domain name is dependent on the seller. In general you could be looking at a price ranging between $20 to $500 depending on the popularity and demand for that domain name. But most new domains will run you on the cheaper end of that range.

To your second question, a Self Hosted Site is basically a site that is setup with a paid hosting plan versus free websites such as those provided by wordpress.com, Blogger, and other free third party site providers. If you want full customization, more control, and less limitations, a self hosted website or blog is the best way to go for a small price.

A 1 year Hosting plan including domain registration generally ranges between $50 to $100 depending on the hosting provider. Personally I use Godaddy's service but you can choose from many others such as register.com, network solutions, hostgator, and so on. Hope this helped to answer your question.
