    Google the words - hotel reservation software, travel agent software, hotel booking software etc & take things from there.
    For a 1 hotel system, i paid some 900 Euro's, i think. Worth the money, imho.

    If you have technically experienced person in joomla, it is ok. If you don't know how to use joomla, just go to wordpress. Anyone can use wordpress easily.

    In my opinion, you cant manage a full on Hotel Booking System though Wordpress. Wordpress is simpler than joomla make no mistake, and its plugins work great but Joomla is still king. Sure, messing around with free extensions gets irritating when code clashes but pay money for support and then you know you can always get help.

    Another idea, why dont you just install some php script site which comes with an administration login too?

    you can use some cms, but the "core" about booking are all for sale, and not cheaps.

    With booking.com you will have to pay a rather high commission. If you are looking for a commission free system which works on any website have a look at Beds24.com
