    I'm sure you can do much better than that. No obvious CMS but you could build it with anything. It's essentially an article directory.

    What is missing from the existing finance sites?
    Do you have the information they need?

    and that's before you even start on design.

    You can use websites like softwaresuggest, alternativeto or hotscripts to find the suitable software for your project. There is a wide selection of scripts with similar functionality.
