    Wordpress is the best on with lot of plugins & ease of use. More over it has already optimized theme in default. If you use any other theme make sure its optimized well. It can be done by contacting the theme developer. Quality Wordpress theme can be bought from themeforest.

    This is really a long debate. WordPress and Drupal were both written in PHP. Using either, you can access your website's files and make modifications to its layout. WordPress makes it simple for you to edit HTML, by providing a theme editor accessible via your dashboard. With Drupal, you have to access the Drupal files through your Web server. On the other hand, if you need a database for your website, WordPress relies heavily on MySQL. Drupal is compatible with many others, such as MS SQL and Oracle, whereas WordPress struggles with these.

    I'd like to suggest Gutensite. I do acknowledge that I am a member of their team, but I really do believe that they have a great CMS for SEO practices. Gutensite provides search engine sitemaps to aid crawling, optimized HTML, specific control over metadata, keywords, descriptions, and page titles, SEO/human-friendly URLs, and they also support Google Analytics (or any other analytics tool) so you can view detailed visitor stats to help you optimize your marketing and understand how viewers are using your site.

    All of these SEO components are easily accessible and can be changed through a very straight-forward CMS.

    It always depends on what's the purpose of your site. CMS are seo friendly... some are more than friendly. Well, what I am just trying to say is that suit your site purpose to your CMS... blog for wordpress, etc..

    As google always say "Make a site for people and not for search engine".

    It boils down to which platform you like the best. SEO goes way beyond a simple plugin for your site, so just choosing a certain platform won't skyrocket you to the top of the search engines.

    I have used all three and can say with absolute certainty that they are all pretty much equally capable when it comes to SEO. Wordpress is good if you don't know anything about code or building websites. They use to beat Joomla in ease of use, but I don't this is true any longer, ever since Joomla ditched the old sections-category hierarchy and just went with simple nested categories. Drupal is the way to go if you are managing your own hardware because it has a lot more advanced tech options than the other two, but for 99.99% of websites out there, it is a coin flip between Wordpress and Joomla. They are both easy to learn and have plenty of SEO plugins available. Personally, I use Joomla 2.5 exclusively (and note that this isn't even the newest version - it's just what I prefer).
