    Almost every forum software has this... you have to set access permissions at the admin panel for this...

    But I feel it is not advisable, as your forum may get spammed.

    Vbullettin, PHPBB - all of them have it. Not advisable though. I will find yourself with 10.000.000 mln spam posts the next morning.
