    best CM is custom made one . Find a company/programmer who will do it for you , it i not a free solution but in my opinion the best. You can have exacly what you want and how you want :)

    Figure out what you want to do with the program.

    I have noticed that a lot of gurus/article creation sites prefer WordPress. If you want to create an on-line store with articles, forums, blogs, etc, then Joomla with VirtueMart would be a smart choice. The same if you want to create a subscription site.

    WordPress is based on blogging, and expanding into CMS.

    Joomla is a CMS branching into blogging.

    So, what are your requirements? What is more important to you? What features are nice, yet not essential to your project? What must you have for your project to go forward? Remember, this can, and will, change from project to project, and so will the features of the programs.

    Me, well, I am new here, so I don't know if my vote counts or not, yet I would say Joomla.

    And don't forget evolve. They are bogging software with some other capabilities.
