    As per what the guy above me said, I`m a little confused as to what you are asking?

    If you`re looking to attract customers for your business or a service that you offer that is beneficial to webmasters, you may have some joy here and at other active webmaster forums.

    If it`s a project related question, then I guess the freelance sites could be what you are looking for.

    I think he is asking which one would help with conversions, commenting on digitalpoint or posting on freelancer sites. If that is the questions, why not do both and see. It doesn't require a lot of time to make a few post on the forum. Doing both will help you convert a lot better.

    Freelancer sites are DESIGNED to facilitate the sale of e-services. Forums like this will help you find amazing partners for either leveraging, or working for, a freelancer site. (ie: a programmer & a graphic artist, or 2 entrepreneurs with complimentary assets/skills)

    I think best choice is to use sites like freelancer, because their feedback systems are more delicate and when something goes wrong, you can held freelancer responsible but in forums you can't, you have to deal with the problem by yourself.
