I have just set up the reputation system here but it is set up in a way that it shows the user name of the one who gave the rep out.

 

I really like it alot. I have noticed that those that enjoy comments post thier names, those that give red never do. It should be mandatory either way. It's a great way to get to know who to stay away from and who exchange pleasantries with. Although some make it rather obvious

Ever here of the SEOChat forum? Among other things, the individual you're discussing founded that forum and later sold it (about the time it took a steep dive downhill, IMO).

He later returned to start another forum after the contractual year's hiatus at http://www.seotown.com although I'm not sure he's devoted the attention to the new venture that he did to the original.

I'd like to point out that the number of users that have joined since this thread started is remarkably over the number of votes. It doesn't seem to me that 100 new users have been posting regularly in the forums this week, so I wonder how many of the votes are valid.
