Have you verified your pin? I think the ads has been stopped because you have not verified your pin. It can be one issue.

If public service adverts are being shown it means:

    1. You just inserted the adverts and Google not yet crawled it --> just wait
    2. Google can not work out what the site is about, so serves the PSA adverts --> refocus the pages re keywords and text
    3. Google does not have any Adwords relevant to your keywords --> there is nothing you can do about that.

There is a way to request for PIN from google. The option will be available in your Adsense home page. Then Google will send you the mail(not email) for PIN which might take sometime. I had faced the same issue long back

Public service ads are placed for unfilled ad space due to lack of relevant ads to display on the page.

It's most likely that you need to index some of pages in order to show proper adsense ads.

Your site might be to young/not indexed yet/not even crawled.

Work on your onsite SEO and you'll soon see the ads.

There are special filters, you can remove those you don't want to appear on your site.

Make sure you have given permission to Google Adsense crawler if you're using a robots.txt file - this had caused a lot of problems to me initially!

And, by the way i forgot to mention that if you've a web page full of only dupe content, you may see only public service ads - far worse, you've the risk of getting your adsense account banned - as it violates Adsense TOS!
