Why does google allow ad placement like this?

    http://www.network-room.com/links/

It's well blended in the page, but there is no difference between normal links and adsense links... Maybe a better question is: does an adwords advertiser want to promote his site like this ?

edit: strange, replaced the link. Click on Arts for example, and see the ad placement there.

I think is against the TOS because it can only label sponsors links and not Latest links

I didn't think you were allowed to label your Adsense ads "Sponsored Links", "Latest Links" or otherwise...

In the arts page: the words "The latest Arts links:" above the adsense ads is against TOS. And if Google finds that, they will mail the guy to remove the text. He is actually promoting the ads and giving them extra focus.

    Otherwsie the ads look ok.

it's got to be OK, it is part of Digital Point co-op :D

seriously though.. you can't have "latest links" above your adsense.
