Will I get banned for this?

When someone uploads a file (not an image)

you will see this page, there is an ad at the top and one in the side car to the right.

I'm really not sure if Google will tolerate this? I'm seeing a lot of people get banned and I know Google are becoming much stricter. Do you think this will comply with the rules?

No, I don't think you will. Best thing to do is to ask Adsense though. A brief email explaining your situation is the only real way to find out.

Looks like you may skate by by the skin of your teeth bases "G's" crackdown on images. I don't but I see a boarder separating the image and there clearly is't a picture next to ads.

Google state that you may not style your ads to fit in with your site
Note that google say nothing about styling your site to fit their ads

Images next to ads are not allowed (think you've got rid of those now)

Now it's up to you how you get traffic to the site.

Surprised that any ads are showing - you've got no content, so contextual advertising will be hit and miss

    re read your original post

I seem to remember that you are not allowed to put ads on confirmation pages.

[as well as contact forms and error pages, eg custom404]
