Pay $2 for a life time link on a pr5 site that accept 1-499 links?

Sure PR would drop after a while, but you'd still gain something till the whole 499 spots are filled...

    Would you do it?

No. I believe the rule of thumb is that any page should have no more than 50 links on it. Once it goes over that amount, then even your $2 investment dries up.

No, unless the site was getting obscene traffic e.g. milliondollarhomepage.com

Nope. Once Google notices it's a link farm, it's not worth anything.
